We are hiring for an experienced Procurement Specialist. The Procurement Specialist will be responsible for coordinating and executing all procurement activities related to engineering services, equipment, and contractor services for Pacifico’s Commercial & Industrial (C&I) and Data Center projects.

This role bridges tactical purchasing and strategic sourcing, ensuring that all equipment and services are procured in a timely, cost-effective manner while maintaining quality standards, contractual compliance, and alignment with project priorities. The Procurement Specialist will collaborate closely with the Project Controls, Engineering, Construction, and accounting teams to deliver value, efficiency, and reliability throughout the procurement lifecycle.

This role will be based in our Dallas, Texas office.

What you bring to the role:

Procurement Planning and Coordination

  • Support project teams in developing and executing procurement strategies aligned with project schedules, budgets, and milestones.

  • Collaborate with Project Controls to prepare procurement schedules, bid trackers, and material delivery dashboards.

  • Work closely with Engineering, Construction, and Project Management to define specifications, scopes of work, and vendor requirements.

  • Assist in implementing supply chain strategies that support business objectives and project execution priorities.

Sourcing and Tendering

  • Identify, prequalify, and evaluate suppliers and contractors for technical and commercial suitability.

  • Manage the end-to-end RFP/RFQ process: drafting bid packages, distributing documents, responding to inquiries, and collecting bids.

  • Develop bid comparison matrices and vendor evaluation summaries to support selection and award recommendations.

  • Conduct market and vendor research to identify qualified suppliers and assess cost, capability, and lead times.

  • Ensure sourcing activities adhere to corporate procurement policies, quality standards, and ethical practices.

  • Enhance company results and success by ensuring the best costs and conditions through competition between multiple qualified and vetted suppliers and service providers.

Contract Management

  • Coordinate contract preparation, negotiation, and finalization between Pacifico’s Legal team and vendors to ensure clear terms, scopes, and deliverables.

  • Track contract progress, review cycles, and approvals for visibility across stakeholders.

  • Administer purchase orders, service agreements, and amendments in coordination with Project Controls and Legal.

  • Maintain organized contract records, correspondence, and executed documents within SharePoint.

Cost and Risk Management

  • Collect and preserve market data from quotations, market soundings, studies and other sources to facilitate tracking of cost estimates and equipment lead times.

  • Support cost analyses and benchmarking for materials and services to ensure competitive pricing and value creation.

  • Identify procurement and supply chain risks; propose mitigation strategies to maintain project timelines.

  • Monitor procurement KPIs, cost savings, and delivery performance to support continuous improvement.

  • Maintain visibility on material lead times and proactively communicate potential schedule impacts.

Stakeholder and Supplier Relationship Management

  • Serve as a key liaison between internal teams (Engineering, Construction, Accounting, Project Controls) and external vendors.

  • Coordinate supplier communications to ensure timely responses, document submissions, and clarity on expectations.

  • Build and sustain strong supplier relationships, fostering collaboration and innovation that drives project success.

  • Support supplier onboarding by collecting W-9, EFT, NDA, and insurance documentation and routing to Accounting.

  • Participate in vendor performance reviews and lessons-learned sessions to identify improvement opportunities.

Strategic Value & Continuous Improvement

  • Contribute to the development of sourcing and contracting strategies that enhance agility, value, and inclusivity across the supply chain.

  • Track and maintain visibility into sourcing pipelines, material deliveries, and procurement milestones.

  • Promote inclusive and sustainable procurement practices, engaging diverse and community-based suppliers where possible.

  • Support the implementation of digital tools and processes for improved procurement efficiency and transparency.

Job requirements

  • Bachelor’s degree in Supply Chain Management, Engineering, Business Administration, or a related field. 

  • 5 plus years of experience in procurement or supply chain coordination, preferably within renewable energy, power generation, construction, or oil & gas industries. 

  • Proven experience in sourcing engineering services, materials, and contractor packages.

  • Strong understanding of EPC procurement processes, contract management, and commercial negotiation. 

  • Proficiency in Microsoft Excel, SharePoint, and familiarity with Microsoft Project and ERP systems (e.g., SAP, Oracle, Procore, or Sage).
